The Center for Public Health Systems (CPHS) supports public health practitioners and public health systems using evidence-based research.
We provide direct services via technical assistance, research, and evaluation in partnership with health departments across the U.S. We also conduct innovative research on public health workforce, finance, infrastructure, and policy both on the national level and in collaboration with Minnesota’s public health system.

Nichole Fusilier MPH, MS
A. Nichole Fusilier, MPH, MS is a researcher with the Center for Public Health Systems (CPHS) at the University of Minnesota School of Public Health. They hold an MPH in Epidemiology and Biostatistics from Florida A&M University and an MS in Biostatistics from Florida State University. Their work focuses on the governmental public health workforce, including trends in turnover, burnout, and worker satisfaction, and how these factors shape system capacity.
Their recent and ongoing work includes research on U.S. government healthcare and behavioral health workforce departures (published in Health Affairs Scholar), as well as current projects examining burnout in the public health workforce (accepted by American Journal of Public Health), turnover among key public health occupations (forthcoming in Health Affairs), and the impact of PHAB accreditation on workforce outcomes. Drawing on expertise in epidemiology, biostatistics, program evaluation, and policy analysis, their research aims to strengthen public health systems and improve community health outcomes.
