Dr. Resnick and team used qualitative methods (three focus groups followed by up to 25 key informant interviews) to characterize COVID-19 response and recovery strategies that health departments employed to extend staff capacity or transition toward a permanent workforce.

Researchers in this study used quantitative methods to compare and contrast characteristics of occupations (e.g., levels of education, certifications, experience, salaries) present in both public and private sectors, using secondary data from PH WINS, occupational data from the US Department of Labor Bureau of Labor Statistics, Burning Glass Technologies’, and other data sources.
